Four days: Tokyo 3 + Osaka 1. Seven days: the Golden Route (Tokyo 3, Hakone 1, Kyoto 2, Osaka 1). Ten days: add Nara and Hiroshima–Miyajima — Osaka becomes the western base, and the question fully dissolves.
Day 2
The tiebreakers
Museums and day trips → Tokyo weight. Food and street energy per yen → Osaka weight. Arriving at NRT/HND → start Tokyo; flying out of KIX → end Osaka. Cherry blossoms → both, but Kyoto beats them both.
What Each City Is Actually For
- Tokyo: the sheer scale — a dozen districts each worth a neighborhood elsewhere, world-class museums, the deepest food scene, day trips (Hakone, Nikko, Kamakura) hanging off it.
- Osaka: the food reputation (kuidaore — 'eat yourself into bankruptcy'), Dotonbori's neon comedy, Osaka Castle, and the friendliest street energy in Japan.
- Tokyo overwhelms; Osaka relaxes. First-timers feel both effects on day one.
The Budget and Logistics Math
Tokyo's premium is mostly accommodation — business hotels run ¥12,000–16,000 against Osaka's ¥9,000–13,000. Food is cheaper in Osaka across the board (takoyaki to okonomiyaki are the cheap-great genre), transit is comparable, and attractions cost about the same. For a 7-day Golden Route, the Tokyo-heavier split costs roughly $50–80 more than the Osaka-heavier one.

With four days: Tokyo three, Osaka one (or skip Osaka and day-trip from Tokyo). With seven: Tokyo three, Hakone one, Kyoto two, Osaka one — the Golden Route answers the question by dissolving it.
